About the Role

The Chief Operating Officer (COO) oversees the agency's day-to-day administrative and operational functions, ensuring effective implementation of programs and services for youth aging out of foster care. The COO works closely with the CEO and other senior leaders to optimize operational efficiency and effectiveness.

Job Duties:
• Oversee the administrative and operational functions of the agency.
• Enforce organizational policies and procedures.
• Supervise administrative and operational staff, including hiring, training, staff development, and performance evaluations to ensure staff alignment with goals.
• Ensure compliance with regulatory requirements and internal policies through high-quality service delivery and continuous improvement.
• Develop and monitor operational budgets for administrative and operational departments.
• Coordinate with program leads to ensure seamless delivery of services and address operational challenges for the implementation of solutions.
• Report operational performance to the CEO and other staff as necessary.
• Collaborate with the CEO and other executives to align operational activities with strategic goals including implementation of policies and procedures.
• Manage facilities, technology, and other resources to support organizational needs.
• Lead initiatives to improve organizational systems and optimize operational processes for efficiency and effectiveness.

Requirements

Education:

  • Juris Doctor (JD) degree from an accredited law school.

  • Admission to the State Bar of Texas (or eligibility for admission) is required.

  • Bachelor’s degree in law, business administration, or a related field is preferred.


Previous Job Experience:

  • Minimum of 5-7 years of experience in a legal and compliance role, with a focus on nonprofit organizations, social services, or child welfare agencies.

  • Proven experience in providing legal counsel and overseeing compliance functions, including regulatory compliance, contract negotiation, and risk management.

  • Demonstrated ability to be proactive and a critical thinker, with experience in managing multiple complex legal and compliance issues simultaneously.

  • Experience working with executive teams and boards of directors to align legal and compliance strategies with organizational goals.

  • Prior experience in developing and implementing compliance programs and policies is essential.

  • Familiarity with relevant federal, state, and local regulations related to nonprofit operations, child welfare, and social services.

  • Experience in startup organizations or newer establishments is a plus, especially with a focus on creating and refining compliance and legal frameworks.

  • Strong understanding of data privacy laws and ethical standards is highly desirable.
