About the Role

The Chief Compliance Officer (General Counsel) oversees the agency’s legal and compliance functions, ensuring that the organization adheres to all regulatory requirements and internal policies. The CCO works closely with the CEO, COO, and other senior leaders to provide legal guidance, mitigate risks, and promote ethical practices across the organization.

Job Duties:
• Oversee the agency’s legal and compliance functions, including the development and enforcement of compliance policies and procedures.
• Provide legal counsel to the CEO, Board of Directors, and other senior leadership on matters related to contracts, employment law, risk management, and regulatory compliance.
• Ensure the agency complies with all local, state, and federal laws and regulations, including those specific to child welfare and social services.
• Monitor and evaluate the effectiveness of the agency’s compliance program and implement improvements as needed.
• Draft, review, and negotiate contracts, agreements, and other legal documents to protect the agency’s interests.
• Develop and deliver compliance training programs for staff to ensure awareness and understanding of legal and ethical obligations.
• Investigate and address any allegations of non-compliance or legal issues, ensuring timely and appropriate resolution.
• Liaise with external legal counsel, auditors, and regulators as necessary to ensure the agency’s compliance with legal requirements.
• Report on compliance and legal matters to the CEO, Board of Directors, and other stakeholders as necessary.
• Collaborate with the CEO, COO, and other executives to align compliance activities with strategic goals, ensuring the integration of legal considerations into organizational planning.
• Lead initiatives to identify and mitigate legal and compliance risks, fostering a culture of integrity and ethical behavior throughout the organization.

Requirements

Education:

  • Juris Doctor (JD) degree from an accredited law school.

  • Admission to the State Bar of Texas (or eligibility for admission) is required.

  • Bachelor’s degree in law, business administration, or a related field is preferred.

Previous Job Experience:

  • Minimum of 5-7 years of experience in a legal and compliance role, with a focus on nonprofit organizations, social services, or child welfare agencies.

  • Proven experience in providing legal counsel and overseeing compliance functions, including regulatory compliance, contract negotiation, and risk management.

  • Demonstrated ability to be proactive and a critical thinker, with experience in managing multiple complex legal and compliance issues simultaneously.

  • Experience working with executive teams and boards of directors to align legal and compliance strategies with organizational goals.

  • Prior experience in developing and implementing compliance programs and policies is essential.

  • Familiarity with relevant federal, state, and local regulations related to nonprofit operations, child welfare, and social services.

  • Experience in startup organizations or newer establishments is a plus, especially with a focus on creating and refining compliance and legal frameworks.

  • Strong understanding of data privacy laws and ethical standards is highly desirable.
